2002년 5월 7일부터 8일까지 태국 방콕에서 열린 국제공공노련 아태지역집행위원회(PSI-APREC)는 공공부문 노동조합, 특히 전국공무원노동조합과 한국발전산업노동조합에 대한 한국정부의 탄압에 우려를 표시한다. 우리는 단지 노동조합을 결성했다는 이유만으로 공무원노동자들이 구속되고 파면된 사실에 주목한다. 탄압은 점점 더 악화되고 있다. 심지어는 적법한 집회마저도 경찰에 의해 봉쇄되고 있을 뿐만 아니라 공무원노조를 지지한 지자체들은 경고를 당하고 정부의 감시를 받기까지 하고 있다. 우리는 또한 발전노조의 네 명의 지도부가 구속 수감되었으며, 348명의 노조 활동가들이 해고 되고 노동조합이 야기한 손실에 대한 배상명령을 받은 사실에 주목한다. 이러한 시대착오적인 노조 탄압은, 저명한 노벨평화상 수상자가 대통령으로 있는 한국에서는 이미 종식된 것으로 생각되었던 과거의 군사독재정권을 연상시킨다. 경제협력개발기구(OECD)가 한국의 노동법 개혁에 관한 특별감시절차를 지속시키기로 결정했다는 사실을 지적할 필요가 있다. 또한 국제노동기구(ILO) 역시 한국정부에 공무원의 결사의 자유를 즉각 인정할 것을 강력히 권고해왔다. 이것은 노동조합에 대한 한국정부의 적대적인 태도가 국제사회로부터 용납될 수 없는 것임을 보여주는 것이다. 우리는 한국 공무원노동자들의 결사의 자유를 전적으로 지지한다. 우리는 또한 한국정부에 OECD 가입 당시 했던 약속을 지킬 것을 요청한다. 한국정부는 공무원의 노동기본권을 전면적으로 보장해야 하며, 전국공무원노동조합을 인정하고 평화적인 대화에 나서야 한다. 우리는 한국정부에 전국공무원노동조합과 발전산업노동조합에 대한 모든 탄압을 중단할 것을 강력히 요구한다. 우리는 한국정부에 전국공무원노동조합 뿐만 아니라, 발전산업노동조합, 그리고 민주노총의 단병호 위원장을 포함하여 노동조합 지도자들을 즉시 석방할 것을 요구한다. 2002년 5월 8일 국제공공노련 아태지역집행위원회 참가자 일동 RESOLITION The Asian and Pacific Regional Executive Committee, meeting in Bangkok, Thailand from 7-8 May, 2002 expresses its concern over the repression by the Korean Government against public sector unions, especially Korean Government Employees Union (KGEU) and the Korean Power Plant Workers Union. We know that some government employees have been imprisoned and dismissed just because they organized a trade union. The repression has been getting worse ,so that even legitimate rallies were blockaded by the police and local authorities supporting KGEU were warned and monitored by the Government. We also know that the 4 leaders of the Korean Power Plant Workers Union were imprisoned, 348 union members were dismissed and unionists were ordered to pay compensation for the damage caused by them. This anachronistic repression against trade unions reminds us of the military dictatorship that we thought has been already gone in Korea under the President, a well-known Nobel Peace Prize laureate . It should be noted that the Special Monitoring Process on reform of labor laws in Korea will be continued by OECD and that ILO strongly has recommended the Korean Government to immediately recognize freedom of association for civil servants. It shows that the hostile attitude of the Korean Government against trade unions cannot be accepted by the international community.. We fully support the Korean government employees right to organize. We also urge the Government to keep the promises they made when they became an OECD member. The government must fully guarantee government employees' basic labor rights, must recognize KGEU and start peaceful dialogues with them. We strongly urge the Korean Government to immediately stop any repression on KGEU and the Korean Power Plant Workers Union. We urge the Korean Government to immediately release the unions leaders including Mr.Dan, the President of Korean Confederation of Trade Unions and the leaders of the Korean Power Plant Workers Union as well as KGEU
